Rapid advances in artificial intelligence are increasingly shaping how state actors conduct foreign information manipulation. A new Hybrid CoE paper by Heidi Hanhijärvi analyses how China and Russia integrate AI into their information manipulation strategies, capability development and operations.
The paper shows that China’s advanced domestic AI ecosystem enables state linked actors to use AI tools for tailored content generation, large scale monitoring and the targeting of individuals online. Russia, by contrast, has more limited national AI capabilities but makes extensive use of widely available tools to amplify existing influence practices.
The analysis highlights how both actors combine AI enabled methods with traditional manipulation tactics, assessing how emerging developments, including agentic AI, may affect the scale and effectiveness of foreign information manipulation.
The paper also discusses the implications for countering such activities within the Euro Atlantic community. ![]()
